In order to establish the University in East Nusa Tenggara Province, the Core Committee for the Establishment of the State University in Kupang was formed, the Committee was chaired by W. J. Lalamentik (NTT Governor at the time), with Secretary 1 Captain El Tari and Secretary 2 Drs. R. Karsono. The committee is equipped with five sections whose members consist of officials and community leaders in NTT. Based on the Decree of the Minister of Higher Education and Science No. 111 of 1962, on August 28, 1962 the establishment of the State University based in Kupang commenced on September 1, 1962. For the first time based on the Decree of the Minister of PTIP, the State University in Kupang consisted of 4 faculties namely: the Faculty of Agriculture, the Faculty of Animal Husbandry, the Faculty of Teacher Training and Education, Faculty of Administrative and Administrative Affairs. The Ministerial Decree was strengthened by Presidential Decree No. 67 of 1963, April 23, 1963.
